Sec. 19. "Vendor agreement" means a legally binding contract, complying with 7 CFR 246.12(h), between the following:

1. (1) An authorized vendor.
2. (2) The WIC program.

The agreement describes the terms and conditions the two (2) parties must follow for the vendor to redeem WIC food instruments.
