Sec. 56. "Paint in poor condition" means:

1. (1) more than twenty (20) square feet of deteriorated paint on exterior components with large surface areas such as walls, ceilings, floors, and doors;
2. (2) more than two (2) square feet of deteriorated paint on interior components in a room with large surface areas, such as walls, ceilings, floors, and doors; or
3. (3) more than ten percent (10%) of the total surface area of the component is deteriorated on interior or exterior components with small surface areas, such as window sills, baseboards, soffits, and trim.
