Sec. 23. "Deteriorated paint" means:

1. (1) any interior or exterior paint or other coating that is cracking, chipping, peeling, or chalking; or
2. (2) any paint or coating located on an interior or exterior surface or fixture;

that is otherwise damaged or separated from the substrate.
