Sec. 16. "Medical staff" means physicians and certified nurse midwives appointed by the governing body or contracted with by the governing body and responsible to the governing body for the following:

1. (1) The clinical and scientific work of the center.
2. (2) Advice regarding professional matters and policies.

3. (3) Review of the professional practices in the center for the purposes of reducing morbidity and mortality and for the improvement of the care of patients in the center, including the following:

   1. (A) The quality and necessity of care provided.
   2. (B) The preventability of complications and deaths occurring in the center.
