Sec. 1. The state registrar may issue a death certificate to any one (1) or more of the following applicants:

1. (1) The parents of the individual.
2. (2) Grandparents of the individual.
3. (3) Siblings of the individual.
4. (4) The spouse or domestic partner of the individual.
5. (5) Adult children of the individual.
6. (6) Direct descendants.
7. (7) Other applicants at the discretion of the state registrar.
