Sec. 2. As used in this article, "health care entity" means an entity that:

1. (1) is registered or licensed as a health care entity under the laws of:

   1. (A) another state;
   2. (B) a foreign country; or
   3. (C) a province of a foreign country; and
2. (2) provides health care services, including the performance of health care tests, in a mobile facility or temporary location for a short period of time.
