Sec. 7. Periodontal root planing and scaling for members over three (3) years of age and under twenty-one (21) years of age, or for institutionalized members, is limited to four (4) units every two (2) years. For noninstitutionalized members twenty-one (21) years of age and older, periodontal root planing and scaling is limited to four (4) units per lifetime.
