Sec. 8. The division shall determine the applicant's or member's:

1. (1) eligibility under the plan; and
2. (2) POWER account contribution requirements;

by considering the applicant's or member's household and household income as defined in 405 IAC 10-2-1(26) and 405 IAC 10-2-1(27).
