Sec. 6. A person who:

1. (1) is required to pay a fee under this article to the state chemist; and
2. (2) does not pay the fee before the date the fee is due;

shall pay a penalty fee to the state chemist equal to one hundred percent (100%) of the required fee when the person pays the required fee.
