Sec. 12. The director shall have authority to:

1. (1) act on applications for benefits;
2. (2) enter into agreements and sign contracts on behalf of the fund pursuant to and in accordance with procurement policies established by the board;
3. (3) develop, institute, and enforce fund personnel and administrative policies;
4. (4) perform duties as is necessary to effectuate the statutory purposes of the fund; and
5. (5) perform duties as may be assigned by the board.
