Sec. 4. (a) The state veterinarian may assign the following certification program statuses to flocks:

1. (1) Certified status if the owner has complied with the requirements:

   1. (A) of this rule; and
   2. (B) for achieving certified flock status in the certification program standards.

2. (2) Complete monitored category status if the owner has complied with the requirements:

   1. (A) of this rule; and
   2. (B) for participation in the complete monitored category in the certification program standards.

3. (3) Selective monitored category status if the owner has complied with the requirements:

   1. (A) of this rule; and
   2. (B) for participation in the selective monitored category in the certification program standards.
4. (4) Nonparticipating flock status for all flocks not participating in the certification program.

(b) The state veterinarian may change, including downgrading, the certification program status of a flock as follows:

1. (1) According to the certification program standards.
2. (2) Under the provisions of this rule.
3. (3) Upon the owner's failure to comply with any of the terms outlined in section 3(c)(2) of this rule.
4. (4) Upon a violation of this article.
