Sec. 51. "Suspect animal" means a sheep or goat that is designated a suspect animal under 345 IAC 5-6 and meets one (1) of the following sets of criteria:

1. (1) The sheep or goat exhibits any of the following signs of scrapie and is determined to be suspicious for scrapie by an accredited veterinarian, the state veterinarian, or a federal animal health official:

   1. (A) Weight loss despite retention of appetite.
   2. (B) Behavior abnormalities.
   3. (C) Puritus (itching).
   4. (D) Wool pulling.
   5. (E) Biting at legs or side.
   6. (F) Lip smacking.

   7. (G) Motor abnormalities, such as the following:

      1. (i) Incoordination.
      2. (ii) High stepping gait of forelimbs.
      3. (iii) Bunny hop movement of rear legs.
      4. (iv) Swaying of back end.
   8. (H) Increased sensitivity to noise and sudden movement.
   9. (I) Tremor.
   10. (J) Star gazing.
   11. (K) Head pressing.
   12. (L) Recumbency.
   13. (M) Other signs of neurological disease or chronic wasting.

2. (2) A sheep or goat that has:

   1. (A) tested positive for:

      1. (i) scrapie; or
      2. (ii) the proteinase resistant protein associated with scrapie;
   2. on a live animal screening test or any other test; and
   3. (B) not been designated a scrapie-positive animal.
3. (3) A sheep or goat that has tested inconclusive or suggestive of scrapie on an official test for scrapie.
