Sec. 6. The owner of a hunting preserve or his or her authorized agent may cull permitted animals from the preserve without obtaining a special hunting permit for the purpose of:

1. (1) controlling the population of the herd;
2. (2) addressing an animal welfare issue;
3. (3) consumption by the owner and members of his or her household; or
4. (4) donation to a charitable organization that is qualified under Section 501(c)(3) of the Internal Revenue Code.
