Sec. 6. The state veterinarian may deny an application or request for services under this rule or withdraw service under this rule for any of the following reasons:

1. (1) Limitations on the availability of qualified personnel to conduct the services.
2. (2) Limitations on available funds to conduct the services.
3. (3) Nonpayment of fees or other charges imposed under this rule.
4. (4) Any reason listed in 7 CFR 54.11, which is incorporated by reference into this rule.
5. (5) Refusal to allow access to facilities, products, or records needed to conduct services.
6. (6) A violation of this rule or IC 15-17-5.5.
