Sec. 2. The purpose of this article is to:

1. (1) designate which actions:

   1. (A) are within the scope of IC 13-12-4; and
   2. (B) constitute a major state action significantly affecting the quality of the human environment;
2. (2) provide a process that state agencies may use to determine if a specific action is a major state action significantly affecting the quality of the human environment; and
3. (3) assist state agencies in carrying out their responsibilities under IC 13-12-4.
