Sec. 3. (a) "Alternative disposal facility" means a facility that:

1. (1) separates;
2. (2) processes;
3. (3) recovers;
4. (4) treats;
5. (5) transfers; or
6. (6) disposes of;

PCB waste.

(b) The term does not include the following:

1. (1) A chemical waste landfill.
2. (2) An incinerator.
3. (3) A high efficiency boiler.
4. (4) A mobile facility.
5. (5) A generator of PCB waste.

(c) An alternative disposal facility provides an alternative method of destroying PCBs as described in 40 CFR 761.60(e).
