Sec. 1. An owner or operator of the following types of facilities shall comply with the financial assurance requirements in 329 IAC 3.1-15:

1. (1) An incinerator or high efficiency boiler.
2. (2) A chemical waste landfill.
3. (3) An alternative disposal facility.
