Sec. 13. (a) At the time that a permit decision is issued under section 14 of this rule, the commissioner shall issue a response to comments. This response shall do the following:

1. (1) Specify which provisions, if any, of the draft permit have been changed in the permit decision, and the reasons for the change.
2. (2) Briefly describe and respond to all significant comments on the draft permit.
3. (3) Explain the right to request an adjudicatory hearing on the permit as specified in IC 4-21.5-3-5.

(b) The response to comments shall be mailed to the persons identified in section 10 of this rule and made available to the public.
