Sec. 2.1. "Altered waste tire" means a waste tire that is modified by:

1. (1) shredding;
2. (2) chopping;
3. (3) cutting;
4. (4) drilling with holes;
5. (5) grinding; or
6. (6) any other method that changes the physical form of the waste tire.
