Sec. 6. A permit application that is received:

1. (1) before the effective date of the 2007 amendments to this article will not be required to be revised to meet the requirements of this article; however, the application must comply with this article, as effective on August 13, 2004; and
2. (2) on or after the effective date of the 2007 amendments to this article will be required to comply with all applicable requirements of this article.
