Sec. 15.1. "Incidental transfer" means the transfer of a whole waste tire at a transfer station when:

1. (1) the tire arrives at the transfer station in a load of municipal solid waste; and
2. (2) removing the tire would endanger persons or equipment or cause delays that result in safety problems inside the transfer station.
