Sec. 2. Before beginning operation, a solid waste processing facility must complete the initial facility development outlined in the permitted plans and specifications. Initial facility development includes the following:

1. (1) Construction of buildings or structures and on-site roads.
2. (2) Installation of equipment for storage, processing, and handling of solid waste.

3. (3) Installation of the following:

   1. (A) Access control.
   2. (B) Sanitary facilities.
   3. (C) Signs.
   4. (D) Communication devices.
   5. (E) Utilities.
4. (4) Financial assurance must be established under 329 IAC 11-16 for the solid waste processing facility.
