Sec. 1. (a) On and after the effective date of this article, for new restricted waste sites Type I and Type II or any increased height and horizontal expansions of the fill area beyond that which had been approved previously, a barrier must be placed between the solid waste and an aquifer. The barrier must consist of the following:
(2) A minimum thickness consisting of the following:
(b) Barrier thickness as specified in subsection (a) may be increased due to cation exchange capacities less than ten (10) milliequivalents per one hundred (100) grams or decreased due to lack of ground water resources in the area or alternate technology such as synthetic liners and leachate collection.
