Sec. 5. A newly constructed MSWLF unit of an MSWLF permitted under this article must not accept solid waste until it has complied with all applicable preoperational requirements, including those pertaining to ground water monitoring specified in 329 IAC 10-19-1(a)(2) through 329 IAC 10-19-1(a)(3).
