Sec. 7. (a) Safety devices must be provided on all rolling equipment, including the following:

1. (1) Roll over protection must be on all rolling equipment that:

   1. (A) is used for the construction of the site;
   2. (B) is used for soil stabilization;
   3. (C) is used for maintenance;
   4. (D) is used for vegetative maintenance on filled areas;
   5. (E) comes directly in contact with solid waste; or
   6. (F) comes directly in contact with the operations involved in covering the solid waste.
2. (2) Fire extinguishers that are checked and safety tagged annually.

(b) A first aid kit must be available at the MSWLF.

(c) A telephone must be provided at the MSWLF.

(d) Personnel must be provided with the following:

1. (1) Adequately heated and lighted shelters.
2. (2) Potable drinking water supply.
3. (3) Sanitary restrooms.
