Sec. 27. (a) Bulk or noncontainerized liquid waste must not be placed in a MSWLF unless either of the following is established:

1. (1) The liquid is an incidental liquid or rainwater normally associated with routine solid waste disposal.
2. (2) The waste is leachate or gas condensate derived from the MSWLF and the MSWLF unit receiving such waste, whether it is a new or existing MSWLF or lateral expansion, is designed with a composite liner and leachate collection system. The owner, operator, or permittee shall place the demonstration specified in section 21 of this rule in the operating record and notify the commissioner that it has been placed in the operating record.

(b) Containers holding liquid waste must not be placed in a MSWLF unless:

1. (1) free liquids are in containers equal to or less than five (5) gallons in size in consumer packaging not to exceed one (1) cubic yard total volume per disposal; or
2. (2) food products that contain free liquids are in containers or packaging equal to or less than five (5) gallons in size.

(c) Other liquids may be placed in the MSWLF, as authorized by the commissioner, where it has been determined that the disposal of the liquids will not create a threat to human health or the environment.
