Sec. 4. The soil components of the liner systems described in section 2 of this rule must meet the following requirements:

1. (1) Be constructed on a slope of no less than two percent (2%) toward the leachate collection pipes.
2. (2) Meet the specified thickness and hydraulic conductivity requirements of section 2 of this rule, as appropriate to the location of the proposed MSWLF unit.

3. (3) Be composed of lifts, each having a maximum thickness that:

   1. (A) is specified in the approved construction plan or is otherwise approved by the commissioner; and
   2. (B) in no case exceeds nine (9) inches after compaction.

4. (4) Have a design that adequately addresses the following factors:

   1. (A) Protection from damage due to uplift from hydrostatic forces.
   2. (B) Prevention of damage due to freeze/thaw and wet/dry cycles.
   3. (C) Any additional factors that are necessary to obtain an adequate soil component as specified in the construction plans or as determined by the commissioner.
