Sec. 1.6. The department shall issue NPDES permits consistent with the following:

1. (1) 40 CFR 122*, EPA Administered Permit Programs: The National Pollutant Discharge Elimination System.
2. (2) 40 CFR 123*, State Program Requirements.
3. (3) 40 CFR 124*, Procedures for Decisionmaking.
4. (4) 40 CFR 131*, Water Quality Standards.
