Sec. 1. This rule defines the general programmatic requirements of a pollutant discharge permit system to be administered by the commissioner consistent with the NPDES requirements set forth in Sections 118, 318, 402, and 405 of the Clean Water Act and federal regulations adopted pursuant thereto.
