Sec. 25. "Sludge requirements" means statutory provisions, regulations, or permits issued under the following (or more stringent state or local) regulations:

1. (1) Section 405 of the Clean Water Act (33 U.S.C. 1345).
2. (2) Solid Waste Disposal Act (SWDA) (42 U.S.C. 6901), including Title II, also known as the Resource Conservation Recovery Act.
3. (3) Rules contained in a state sludge management plan prepared pursuant to subtitle D of SWDA (42 U.S.C. 6941).
4. (4) Clean Air Act (42 U.S.C. 7401).
5. (5) Toxic Substances Control Act (15 U.S.C. 2601).
6. (6) Marine Protection, Research and Sanctuaries Act (16 U.S.C. 1431 and 33 U.S.C. 1401).
