Sec. 1. This article prescribes policies, procedures, and technical criteria for the following programs:

1. (1) The issuance of discharge permits under the National Pollutant Discharge Elimination System (NPDES).
2. (2) The implementation of a program for the pretreatment of industrial wastewater to be discharged into municipal sewage treatment facilities.

The provisions of this rule are generally applicable to all other rules of this article.
