Sec. 1. A SMSS must be designed, constructed, maintained, and operated in a manner that:

1. (1) prevents:

   1. (A) runoff;
   2. (B) spills; or
   3. (C) manure releases;

2. (2) minimizes:

   1. (A) leaks; and
   2. (B) seepage; and
3. (3) manages stormwater to prevent discharge of stormwater contaminated by the contents of the SMSS to waters of the state.
