Sec. 1. (a) This article governs the issuance of general and individual permits for wetland activities in SRWs.

(b) The purpose of this article is to:

1. (1) promote a net gain in high quality isolated wetlands; and
2. (2) assure that compensatory mitigation will offset the loss of isolated wetlands allowed by the permitting program.
