Sec. 4. (a) The owner or operator of a source that is subject to this rule shall use one (1) or more of the following application techniques in applying any primer or topcoat to aerospace vehicles or components:

1. (1) Flow or curtain coat.
2. (2) Dip coat.
3. (3) Roll coating.
4. (4) Brush coating.
5. (5) Cotton tipped swab application.
6. (6) Electrodeposition coating.
7. (7) High volume low pressure (HVLP) spraying.
8. (8) Electrostatic spray.
9. (9) Other coating application methods that achieve emission reductions equivalent to HVLP or electrostatic spray application methods.

(b) The following situations are exempt from application equipment requirements listed in subsection (a):

1. (1) Any situation that normally requires the use of an airbrush or an extension on the spray gun to properly reach limited access spaces.
2. (2) The application of specialty coatings.

3. (3) The application of coatings that:

   1. (A) contain fillers that adversely affect atomization with HVLP spray guns; and
   2. (B) the permitting agency has determined cannot be applied by any of the application methods specified in subsection (a).

4. (4) The application of coatings that:

   1. (A) normally have a dried film thickness of less than thirteen ten-thousandths (0.0013) centimeter (five ten-thousandths (0.0005) inch); and
   2. (B) the permitting agency has determined cannot be applied by any of the application methods specified in subsection (a).
5. (5) The use of airbrush application methods for stenciling, lettering, and other identification markings.
6. (6) The use of handheld spray can application methods.
7. (7) Touch-up and repair operations.
