Sec. 1. (a) Except as provided in subsections (b) and (c), this rule applies to the manufacture or rework of commercial, civil, or military aerospace vehicles or components at sources that meet the following criteria:

1. (1) Are located in Lake County or Porter County.
2. (2) Have the potential to emit volatile organic compounds (VOC) equal to or greater than twenty-five (25) tons per year for all coating and cleaning operations combined where aerospace components and vehicles are coated and cleaned. The activities, operations, and materials described in subsections (b) and (c) are not included in the determination of potential to emit for VOC.

(b) This rule does not apply to the following activities where cleaning and coating of aerospace components and vehicles may take place:

1. (1) Research and development.
2. (2) Quality control.
3. (3) Laboratory testing.
4. (4) Electronic parts and assemblies, except for cleaning and coating of completed assemblies.

(c) This rule does not apply to manufacturing or rework operations involving space vehicles or rework operations performed on antique aerospace vehicles or components.
