Sec. 11. (a) This section establishes emission limitations for fabric coating and vinyl coating. "Fabric coating" means the coating or saturation of a textile substrate with a knife, roll, or rotogravure coater to impart properties that are not initially present, such as strength, stability, water repellancy, or appearance. "Vinyl coating" means applying a functional, decorative, or protective topcoat or printing on vinyl coated fabric or vinyl sheets. Organisol and plastisol cannot be used to bubble emissions from vinyl printing and topcoating.

(b) The owner or operator of a coating line subject to this section must implement one (1) of the following means of reducing volatile organic compounds emissions:

1. (1) Limit the VOC content of coating to:

   1. (A) 0.35 kilograms of VOC per liter of coating (2.9 pounds per gallon) excluding water, delivered to the coating applicator from a fabric coating line; or
   2. (B) 0.58 kilograms of VOC per liter of coating (4.8 pounds per gallon) excluding water, delivered to the coating applicator from a vinyl coating line.

2. (2) Install add on capture and control devices with an overall control efficiency of not less than 67.5 percent which shall meet:

   1. (A) capture efficiency of at least seventy-five percent (75%); and
   2. (B) control efficiency from the control device(s) of at least ninety percent (90%). In the case of incineration, the system shall have a destruction efficiency of ninety percent (90%) which will reduce VOC to carbon dioxide and water.
