Sec. 1. (a) This rule applies to sources in Lake County or Porter County that meet either of the following criteria:

1. (1) Have actual volatile organic compound (VOC) emissions, before consideration of controls, of equal to or greater than three (3) tons per rolling twelve (12) month period from all offset lithographic printing operations, including fountain solution and cleaning activities. Offset lithographic printing presses include heatset web, nonheatset web, and sheet-fed.
2. (2) Have actual VOC emissions, before consideration of controls, equal to or greater than three (3) tons per rolling twelve (12) month period from all letterpress printing operations, including cleaning activities.

(b) Offset lithographic printing operations and letterpress printing operations exempt from the requirements of this rule based on the threshold applicability in subsection (a) shall maintain records as required under section 11 of this rule.
