Sec. 2. The following marine coatings are exempt from the volatile organic compound emissions limiting requirements contained in section 4 of this rule:

1. (1) Any marine coating used in volumes of less than twenty-five (25) gallons in any one (1) calendar year. The total of all exempt coatings shall not exceed two hundred sixty-four (264) gallons in any one (1) calendar year.
2. (2) Any marine coating applied using a hand-held aerosol can.
3. (3) Any marine coating used in a touch-up operation.
