Sec. 7. Exemptions given or provisions granted by the commissioner in accordance with section 3(c), 3(d), or 5(b) of this rule shall be submitted to the U.S. EPA as a SIP revision and shall not become effective until approved as a SIP revision by the U.S. EPA.
