Sec. 4. (a) In addition to the applicable requirements of this rule, Quemetco, Inc., Indianapolis, shall comply with the following lead emission limitations and operating provisions: Process fugitive and fugitive dust emissions from stacks 101 through 109 shall be vented to the atmosphere through HEPA filters that have been certified by the manufacturer to remove ninety-nine and ninety-seven hundredths percent (99.97%) of all particles three-tenths (0.3) micrometers and larger.

(b) For new emission units, Quemetco, Inc. shall comply with the emission limitations under section 5(c) of this rule.
