Sec. 3. (a) For the purposes of this article, the definitions listed in 40 CFR 63.2* shall apply with the exception of subsection (b).

(b) The following definitions shall be substituted for the terms from 40 CFR 63.2*:

1. (1) "Administrator" means the commissioner of the department of environmental management.
2. (2) "Permitting authority" means the commissioner of the department of environmental management.
3. (3) "U.S. Environmental Protection Agency" or "U.S. EPA" means the department of environmental management.
