Sec. 4. "Contractor" means:

1. (1) any:

   1. (A) person;
   2. (B) association;
   3. (C) partnership;
   4. (D) corporation;
   5. (E) business;
   6. (F) educational institution;
   7. (G) governmental body; or
   8. (H) other entity;
2. performing work under contract as an authorized representative of the department; and
3. (2) includes a subcontractor of the contractor and employees or officers of the contractor and subcontractor, which have been authorized by the department through the contract to have access to confidential information.
