Sec. 3. Beginning in 1995, and each calendar year thereafter, no refiner, importer, distributor, reseller, carrier, or retailer shall:

1. (1) sell, offer for sale, dispense, supply, offer for supply, or transport for use in Clark and Floyd Counties gasoline that is not an alternate fuel or a compliant fuel as defined in section 2 of this rule during the applicable compliance period as defined in section 1 of this rule; or
2. (2) blend, mix, store, or transport or allow blending, mixing, storing, or transporting of compliant fuel with noncompliant fuel during the applicable compliance period as defined in section 1 of this rule.
