Sec. 64. The annual incremental reductions in emissions of a pollutant which are sufficient in the judgment of the commissioner to provide reasonable progress towards attainment of the applicable ambient air quality standards established by 326 IAC 1-3 by the dates set forth in the Clean Air Act.
