Sec. 13. (a) "License" means:

1. (1) a license;
2. (2) a permit;
3. (3) an agreement;
4. (4) a contract;
5. (5) a lease;
6. (6) a certificate; or
7. (7) any other form of approval;

issued by the department.

(b) A license may authorize an activity otherwise prohibited by this article.
