Sec. 18.5. "Major organized boating activity" means an activity other than a boat race, fishing tournament, or water ski event that:

1. (1) involves fifteen (15) or more boats as participants;
2. (2) involves fifty (50) or more boats as spectators;
3. (3) is conducted according to a prearranged schedule for a limited duration; or
4. (4) is reasonably expected to significantly disrupt boat traffic.
