Sec. 11. (a) This section establishes requirements for the use of centralizers in wells drilled after the effective date of this article to ensure that the casing string is centered in the well bore to provide for a uniform thickness of annulus cement in critical areas of the well bore identified under subsection (c).

(b) An owner or operator shall place centralizers at appropriate casing intervals according to generally accepted industry standards.

(c) Critical areas for purposes of this section include the following:

1. (1) Surface casing from setting depth to the surface.

2. (2) Any casing type from fifty (50) feet below to one hundred (100) feet above either of the following if encountered in drilling a well through:

   1. (A) a commercially minable coal resource identified in accordance with 312 IAC 29-17-1 or 312 IAC 29-17-2; or
   2. (B) any formation used for underground gas or petroleum storage within an active underground gas or petroleum storage facility.
3. (3) Any casing type from fifty (50) feet below the lowermost underground source of drinking water to the surface.
4. (4) Production or intermediate casing to ten (10) feet above the surface casing shoe.

5. (5) Production casing from the shallower of:

   1. (A) the setting depth; or
   2. (B) between fifty (50) feet below to one hundred (100) feet above the uppermost interval in the well to be used for production, disposal, or injection.
