Sec. 102. "Plug", when used as a verb, means to stop the flow of water, oil, or gas into or from any formation through a bore hole or a well penetrating that formation. "Plug", when used as a noun, refers to a material, usually cement, or a device such as a bridge plug, that is placed in the well bore or inside casing to provide hydraulic isolation and prevent the flow of water, oil, or gas.
