Sec. 9. The following standards apply if a project under this rule involves rehabilitation:

1. (1) A contemporary design for an alteration or addition to a property is acceptable unless the alteration or addition would:

   1. (A) destroy significant historic, architectural, or cultural material; or
   2. (B) be incompatible with the size, scale, color, material, or character of the property, neighborhood, or environment.
2. (2) An alteration or addition to a structure shall be done, if practicable, so that the essential form and integrity of the structure would be unimpaired if the alteration or addition were removed in the future.
