Sec. 3. (a) An applicant for a grant must provide project proposal assurances as set forth in this section.

(b) A project assurance must include the following:

1. (1) A definition of abbreviated terms used in the provision assurances.

2. (2) Assurances that the acquisition, development, and maintenance of projects will be performed under lawful departmental standards. These assurances must set forth:

   1. (A) accommodation for handicapped persons as otherwise provided by law;
   2. (B) conformance with state bidding and contract requirements, including a nondiscrimination clause;
   3. (C) project processing;
   4. (D) record maintenance, including a financial management system;
   5. (E) terms for maintenance of a site after the completion of a project; and
   6. (F) a demonstration the project is compatible with existing site conditions, including sewers and utility facilities.
